IT Supervisor II JC-423874

Main Responsibilities:

  • Guide the development of plans and artifacts to obtain project approval including Project Approval Lifecycle documents, Special Project Reports, and Budget Change Proposals. This review analyzes the business case and cost/funding risk of proposed and existing projects and makes recommendations for approval.
  • Liaison with the California Department of Technology (CDT) as a critical partner for IT project documents, budget analyses, project oversight, and policy development.
  • Oversees portfolio of selected IT projects through the review of independent project oversight reports, independent verification and validation reports, and project status reports; participation in project status meetings and steering committee meetings; and other related activities.
  • Develop and facilitate IT project portfolio Capitol Office briefings.
  • Prepare Control Section 11.00 legislative notifications.
  • Attend budget and legislative hearings in support of IT initiatives as requested by Budget Units.
  • Formulate, analyze, and make recommendations on the impact of proposed IT policy, standards, plans, reports, legislation, and plan for its implementation under the direction of State, departmental and other applicable government policies and regulations.
  • Develop and facilitate security related Capitol Office briefings.

Requirements:

  • One year as an Information Technology Specialist I
  • OR
  • Five years of information technology experience, one year of which shall include experience in a lead or expert capacity performing a variety of progressively responsible technical or analytical tasks for computer systems or services in one or more of the major six domains or a closely related or emerging information technology field.
  • Broad knowledge of principles of State IT project approval and oversight processes, project management, and IT systems design.
  • Broad knowledge of the annual state budget process.
  • Ability to exercise a high degree of initiative, independence; demonstrate tact and good independent judgment; communicate effectively; develop and maintain effective and cooperative working relationships across all levels of government.
  • Ability to easily adapt to changing priorities; plan and work under pressure to meet work demands; maintain consistent, predictable attendance in the performance of these specific functions.
  • Ability to work in a team-oriented, collaborative environment.
