Outdoor Recreation Grant Specialist

The South Dakota Department of Game Fish & Parks is seeking a detail orientated and motivated individual to fulfill an Outdoor Recreation Grant Specialist position. The position will spend time administering both pass through grants as well as grants utilized by the department through various federal programs. This position may also assist with FEMA public assistance and recovery efforts. Position will be responsible for creating a vision for and promoting pass through grant programs to communities through partnerships throughout the state as well as administering grant funding for department projects. The programs administered by this position are meant to build relationships with communities and serve the public with recreational opportunities throughout the state. This position will allow flexibility and support for individuals to create program efficiencies while administering project grant funds that create meaningful recreational opportunities. 

The Ideal Candidate Will Have:
A two year degree in a related field to grants program management, experience with grant writing, working with state and federal agencies, and proficiency to understand federal grant requirements/changes. Educational requirements are preferred and candidates with applicable job related experience will be considered. 

Knowledge of:

  • grant administration; 
  • Microsoft Office; 
  • financial reports; 
  • performance reports. 

Skill to: 

  •  accurately fill out annual financial and performance reports;
  • effectively keep records and file into electronic systems;
  • efficiently work through grant applications and make funding recommendations to department leadership;
  • coordinate and compile grant applications;
  • monitors project development and costs to ensure sufficiency of allocated funds;
  • amend grants to accommodate changes;
  • secure environmental and regulatory clearances for projects;
  • collect/solicit data to write the South Dakota State Comprehensive Outdoor Recreation Plan;
  • communicate program requirements to sub-recipients.

Ability to:

  • understand and navigate the federal grant software program GrantSolutions;
  • communicate and build relationships with community leaders/planning districts/co-workers;
  • review financial reports;
  • conduct and coordinate state and federal permitting requirements;
  • search for and secure alternative grant opportunities to fund department projects;
  • oversee and coordinate resolution of grant compliance issues;
  • interpret both state and federal policies/laws;
  • schedule on-site reviews of grant applications and grant close-outs;
  • assess program effectiveness and recommended changes;
  • communicate information effectively;
  • improve program efficiencies through technology;
  • navigate complex issues with state and federal agencies;
  • develop, score, and rank grant applications;
  • coordinate program compliance inspections and self-compliance administration;
  • identify and resolve conversions of use;
  • navigate and perform other duties as assigned.
